Got a harvester that's been giving us grief with inconsistent flow at the header, would this valve hold steady even when the load pressure bounces around?

Fixed pressure compensated flow regulators are built specifically for that situation. Regardless of how much load-induced pressure variation shows up downstream, the valve keeps output at a steady 10 litres per minute. Harvesters are actually one of the listed applications for this unit, so it's well matched to that kind of working environment.
