flow rate on this one says 23 liters per minute -- is that the set rate or just the max it'll handle?

23 liters per minute is the rated flow rate for this specific valve. The broader VF1-10 series can handle up to 350 liters per minute (92 USgpm), but this particular model is configured for 23 L/min. So you're working with a valve that's already set to that flow level, not one you'd dial up to its series maximum.
