What's the deal with the pressure on this thing? I see 5000 psi, but want to be sure.

You got it, this flow control valve handles pressure up to 350 bar, which converts to about 5000 psi. It's also rated for a max flow of 350 liters per minute.

Flow rating on this one says 60 liters per minute but I also see 350 L/min listed, which number actually applies to what this valve does?

Those two numbers cover different things. The 60 liters per minute is the maximum regulated flow this valve will pass through in normal operation. The 350 L/min figure at 350 bar (5000 psi) reflects the broader pressure and flow capacity of the valve body itself. So if you're sizing this for a circuit, plan around the 60 L/min working flow limit.
