Got a refuse hauler that needs a pressure control valve and we're running up to 5000 psi. this the one that'll hold up to that?

Running at that pressure is well within range for this valve. The PSV1-10-C-0-12 is rated for up to 350 bar, which works out to 5000 psi, and it can handle flow up to 300 liters per minute. For a refuse hauler application it's actually one of the intended uses, so you're looking at a good fit there.
