flow rate on this one shows 38 liters per minute but the max listed is 350 L/min, which number actually matters for sizing my system?

Both numbers serve different purposes. The 38 liters per minute is the regulated output flow this valve is set to deliver, which is what your downstream circuit actually sees under normal working conditions. The 350 L/min figure is the maximum flow the valve can pass through it overall, meaning the valve body itself can handle higher system flow without issue. For sizing your circuit, the 38 L/min regulated rate is the number that matters for what comes out the controlled port.
