Flow rate on this one shows 38 liters per minute in the specs but then mentions 350 L/min capacity elsewhere -- which number actually applies to what this valve does?

That 350 L/min figure reflects the maximum system capacity the valve is rated to handle, meaning the overall flow passing through the circuit can be that high, but this particular unit is configured to regulate down to 38 L/min. Fixed pressure-compensated flow regulators like this one hold a set flow rate steady regardless of load changes, so 38 L/min is what you're working with on the controlled side.
