Flow rate on this one shows 45 liters per minute but the specs also mention 300 L/min capacity -- how do them two numbers relate to each other?

The 45 liters per minute figure reflects the valve's rated control flow, meaning the flow it actively regulates under normal operating conditions. The 300 L/min capacity is the maximum flow the valve can handle passing through it without damage or performance loss. Running at 45 L/min keeps it in its sweet spot for pressure control, but the valve itself won't choke if your system sees higher flow rates up to that 300 L/min ceiling.
