runs on 230 volt power, that much I can see, but what exactly is this valve doing in the system when it's sitting in its resting state?

At rest, the valve stays closed and blocks flow completely. It's a 2-way, 2-position normally closed solenoid valve, so no fluid passes through until the coil gets energized. Once power hits the coil, it shifts and opens the flow path. Cut the power, it goes right back to closed. That behavior makes it a solid fit for applications where you want flow to stop automatically if power is ever lost.

trying to swap out a coil valve on a harvester, is this one a normally closed 2 way 2 position deal?

Function-wise, it’s a 2-way, 2-position normally closed solenoid valve, so it stays shut until the solenoid is energized.
