Running a refuse hauler and need a normally closed 2-way valve that can hold up at high pressure. This one rated for 5000 psi?

Rated at 350 bar, which works out to 5000 psi, so yes it'll handle that kind of pressure. The body is hardened and ground steel, which holds up better than softer materials under sustained high-pressure cycles. For refuse hauler work where you're seeing a lot of repeated actuation, that construction makes a real difference over time.

If I'm hooking this up to a standard hydraulic setup, what voltage we talking about? Just wanna make sure it's gonna jive with what I got.

This Vickers solenoid valve runs on a 24-volt system, which should be compatible with most common hydraulic setups.
