Flow rate on this one says 38 litres per minute, but the specs also mention 350 L/min capacity. Which number actually applies to what I'm running through it?

Those two numbers cover different things. The 38 litres per minute is the regulated flow rate this valve is set to deliver in your circuit. The 350 L/min figure is the maximum flow capacity the valve body itself can handle without damage. So in a typical installation, your working flow is 38 L/min, but the valve won't be overwhelmed if higher flow passes through the system around it.
