What kind of flow rate are we talking about with this valve, and is it enough to run on a refuse hauler without bogging things down?

Rated up to 160 liters per minute, which works out to about 42 US gallons per minute, so it handles refuse hauler demands without being pushed to its limits under normal operating conditions. The ERV1 series was built with exactly those kinds of mobile applications in mind, so you're not squeezing it to get the performance you need.
