flow rate on this one says 38 litres per minute but the series is rated way higher than that, what's the deal?

The 300 L/min figure you're seeing is the series ceiling, meaning other valves in that same PRV2-10 family can handle up to that level depending on which model you're looking at. For your circuit, what matters is the 38 L/min rating on this specific valve.
