Flow rating on this thing shows 178 L/min but the max listed is 350 L/min, which number actually matters for sizing it to my circuit?

Both numbers serve different purposes. The 178 litres per minute figure reflects the controlled flow rate this valve is built around, which is what you'd use when matching it to your circuit's working demand. The 350 L/min is the absolute maximum the valve can pass through without damage, so think of that as your ceiling, not your target. For a harvester or refuse hauler running variable loads, sizing to the 178 L/min working figure gives you the headroom you need without pushing the valve into its upper limits during peak demand.
