Is this here valve good for regualatin' pressure in a hydraulic circuit?

it's designed to work as either a pressure relief or regulating valve, so it'll keep the pressure in your hydraulic circuit where you need it.

seal material on this thing, is it gonna hold up if there's any moisture getting into the system?

Buna-N is a solid choice for wet or moisture-prone environments. It resists degradation better than a lot of other seal materials when humidity or incidental water contact is part of the picture, so you're in good shape there for general hydraulic circuit use.
