max flow on this valve is listed at 454 liters per minute -- is that enough for most standard pressure relief setups or is it on the lower end?

For a pressure control valve in this class, 454 liters per minute is a solid ceiling and handles the demands of most industrial hydraulic circuits without issue. If your system runs well below that threshold, you have plenty of headroom. Where it becomes a consideration is in high-volume systems pushing near or at that limit continuously, so just make sure your circuit demand stays within range and you're in good shape.
