flow rate on this valve, is it really good up to 80 liters a minute or is that a peak number?

80 liters per minute is the rated flow for this valve. That figure represents its operating capacity, not a momentary spike rating. For most machine tool and press applications running within that range, you should have plenty of headroom without pushing the valve to its edge.

got a machine tool setup that needs a directional valve, what kind of valve is this one anyway

Single stage directional control is the main job here, and it is set up as a three or four way directional control valve for routing hydraulic flow.
