got a harvester that’s touchy on flow. is this VF1-16 valve meant for keeping pressure and flow balanced, or is it more of a simple restrictor

For refuse hauler applications, 114 liters per minute is a solid working flow rate, and the VF1-16 series is actually built with that kind of mobile equipment in mind. The valve tops out at 350 liters per minute overall, so there's plenty of headroom in the design. At 114 L/min you're running well within the valve's rated capacity, which means you're not pushing it to its limits during normal operation.
