Flow rate on this thing says 76 liters per minute but the max rating shows 300 L/min. which number actually matters for sizing it to my system?

Both numbers are real, just telling you different things. The 76 liters per minute is the rated flow for this specific valve configuration, meaning that's what it's built to handle in normal operation. The 300 L/min and 5000 psi figures represent the upper boundary of what the RV3-10 series can tolerate at its absolute maximum. For sizing purposes, you'd want to match your system's working flow to that 76 L/min figure rather than the series ceiling.
