is this the same as the old 02-109032 vickers valve, or did they change something when eaton took over the brand?

Same valve, different nameplate. Eaton acquired Vickers years back but kept the original part numbering and engineering intact for the DG4V3S series. The 02-109032 you're looking at here is the Eaton Vickers version of that same directional control valve. Form, fit, and function carry over from the original Vickers production.
