got a low-speed setup that’s kinda lazy off the line. is this XLH valve built to give more torque down low?

For low-speed work, the XLH series is built around an efficient "same speed" disc valve and it is meant to deliver higher torque at low speeds. The torque rating on this one is 200 newton metres, so it fits situations where you need stronger pull at the slow end.

flow rate on this one is 57 litres per minute, that right? trying to figure out if it'll keep up on our aerial platform without bogging down at low RPM

57 litres per minute is correct, and the low-speed gerotor design is actually where this valve earns its keep. The "same speed" disc valve helps maintain consistent torque output even when things slow down, so aerial work platform use is one of the applications it was built around. You shouldn't see the kind of torque drop-off that plagues some other valves in that duty range.
