got a low-speed drive that’s kinda lazy off the line. is this XLH spool valve meant to help with torque down low?

Higher torque at low speeds is one of the main strengths of the XLH series, and this one is rated at 242 newton meters. It also uses an efficient same speed disc valve, which fits the low-speed gerotor or geroler style setup.
